PURPOSE: To facilitate the change-over and restoration of a distribution line with a small number of operation processes by a method wherein a load transfer procedure is produced in accordance with the appointment contents of the bus-bar route appointment or distribution line route appointment of the transfer destination of a transformer to be stopped. ;CONSTITUTION: A substation is managed by a control station and distribution lines are controlled by respective sales offices in charge. The control station produces a transformer operation stop plan and, before the stopping action, a bus-bar route transfer destination bank appointment and a distribution line route transfer length are predetermined and transmitted to the monitor/controller 21 of the sales office in charge. The monitor/controller receives those instructions and produces a change-over operation procedure and performs the change- over control for the load distribution in the accordance with the procedure. Bus-bar linking circuit breakers are closed in the case of the bus-bar route transfer, however, and that operation is usually the job of the control station. Therefore, the sales office does not perform the closing control of the bus-bar linking circuit breakers for the bus-bar route transfer but performs the load transfer control for the distribution line route transfer.
