PURPOSE: To improve cargo handling efficiency by predicting wave characteristic in the outside and inside of a port and the oscillation of a ship based on the wave condition in the outside of the pot and the contour inside the port and thereby learning the calm wave area and the possibility of mooring the ship and executing cargo handling. ;CONSTITUTION: Time history data of sea fluctuation such as the wave length, the cycle and the wave direction are measured at a out-of-port wave observation point 21. The tide level, the direction an the velocity of the wind are also measured at a tide level observation point 22 near a pier and at a wind direction and velocity observation point. Such measured data are transmitted to a computer or the like. Out-of-port wave characteristic is found by executing statistical processing using the data from the out-of-port wave observation point 21. Diffraction of the wave inside the port is surveyed from the contour of the port and the out-of-port wave characteristic. Simultaneously, the fluctuation quantity and the like of a moored ship are found from its weight of load and the like.
