PURPOSE: To quickly suppress that fluctuation and disturbance caused by the change of the set value of a rolling mill, influence the other rolling mills. ;CONSTITUTION: Each of plural rolling mills 2, 3 and 4 is equipped with the same number of PID control arithmetic units as the rolling mills, to which the torque deviation of a steel sheet 1, is inputted, and the sum of the calculation result of each PID, is allowed to input as an operation amount to a corresponding rolling mill. In the case of many rolling mills, they are divided into plural blocks, and in the block, the same control is performed.
