PURPOSE: To fully wash a waste resin transport pipe by reducing facility cost substantially, shortening a time required for a whole process regarding the elution of waste resin and improving work efficiency. ;CONSTITUTION: Water in a feedwater tank 4 acts to both transport the preset amount of waste resin 26 from a waste resin feed tank 1 to eluting equipment, and wash a waste resin transport pipe 3 after the transport of the waste resin 26. When the waste resin 26 is transported, water is sent from the tank 4 to the tank 1 via a water supply pipe 21, and the amount of the waste resin 26 and water equal to the volume of the supplied water is transported to the eluting equipment 2. Also, when the pipe 3 is washed, wash water is sent from the tank 4 to the pipe 3 via a wash water pipe 8, thereby washing the pipe 3 at the sides of the tank 1 and the equipment 2. In this case, regarding an inverted-U type vertical section 23 laid in the pipe 3, a section lower than a joint 24 with the pipe 8 becomes a vertical transport pipe section.
