PURPOSE: To obtain an additive preventing boiling of water, improving emulsify ing action, having excellent preservability and useful for a mixed fuel as an anionic surfactant or an anionic polymer compound by emulsifying a highly concentrated asphalt.water emulsion under a pressure. ;CONSTITUTION: The inside of an emulsifier having plural rotors and fixers and forming thin flowing paths is held under a pressurized state, and asphalt, water and an additive are supplied into the emulsifier, and the three is mixed and emulsified by rotating the rotors to obtain an asphalt-water mixed fuel. In the process, the object additive is composed of an anionic surfactant or an anionic polymer compound, e.g. a compound of formula I (R¹ is a 6-22C alkyl, etc.; R² is a 1-22C alkyl, etc.; M is counter ion), formula II [R³ is R²; A is a 2-4C alkylene; (n) is 1-50] or formula III (R⁴ is R¹), a rosin acid salt, a polystyrenesulfonic acid salt or a polyacrylic acid salt.;COPYRIGHT: (C)1996,JPO
