PURPOSE: To oxidize the whole nitrogen in eutrophic raw water to make the water harmless and to remove the whole phosphorus, colibacillus, and miscellaneous bacteria simply and effectively by irradiating the raw water with ultraviolet rays in the presence of a photosensitizing substance and irradiating again the treated raw water with ultraviolet rays. ;CONSTITUTION: Raw water from a pond etc., is sent to a raw water inlet 4 by a storage pump 3, is supplied to chambers 6 which are partitioned by a dam 8 of a water tank 1, and reaches a treated raw water outlet 9. A porous filter is placed on the bottom surface of the water tank 1, and ceramic balls containing a photosensitizing substance are mounted on the filter. Organic substances in the raw water are oxidation-decomposed by irradiating the photosensitizing substance with ultraviolet rays to be made harmless and then discharged outside a system. Aerobic microorganisms such as nitration bacteria propagate on the rear sides of the filter and the ceramic balls so that decomposition by the microorganisms takes place.
