PURPOSE: To detect illegal use without taking a long time to issue a passing ticket and receive the charge. ;CONSTITUTION: This system has a passing ticket issue side system 1 which inputs an image of a vehicle when issuing the passing ticket, and analyzes the number of the license plate and transfers ticket issue information, the license plate number, etc., to a passing ticket management central processor 3 after the ticket was issued, the passing ticket management central processor 3 which receives and stores the passing ticket information on the issued ticket, receives passing ticket information after the charge was received, and detects whether or not the ticket issuing operation and the charge reception are done for the same vehicle, and a charge collection side system 5 which inquires of the passing ticket management central processor 3 whether or not the passing ticket is illegally used at the time of the charge reception and receives the charge when the ticket is normally used, performs an image inputting process during the inquiry and charge receiving operations and analyzes the license plate number after the charge reception, and sends information on the passing ticket after the charge reception and the license plate number to the passing ticket management central processor 3.;COPYRIGHT: (C)1996,JPO
