FIELD: railway transport. SUBSTANCE: parameter characterizing condition of "wheel-rail" system is determined by angles between longitudinal axis of vehicle frame and longitudinal axes of bogies, length of vehicle base and half the length of bogie. Parameter is expressed in form of angle of run-on of wheel tyre on rail. Device has two angle sensors 13 and 14, three voltage dividers 15, 16 and 21, inverter 19, adder 23 and recording unit 25.
