PROBLEM TO BE SOLVED: To obtain a degradation inhibitor for concrete or mortal capable of effectively preventing the degradation of concrete or mortal over a long period by using a specific metal phthalocyanine (derivative). ;SOLUTION: The degradation inhibitor contains a metal phthalocyanine or a metal phthalocyanine derivative having antibacterial or sterilizing action against a sulfur oxidizing bacteria. The metal atom in the metal phthalocyanine (derivative) is preferably at least one kind of iron, zinc, lead, cobalt, nickel, chromitun, manganese, palladium and platinum. The metal phthalocyanine (derivative) is preferably a water insoluble compound. The content ratio of the metal phthalocyanine (derivative) is preferably 0.001-30 pts.wt. per 100 pts.wt. cement component in the concrete or mortal.
