PROBLEM TO BE SOLVED: To measure a horizontal reference line accurately without any need of skill by the elimination of an artificial factor, and allow even a single person to measure the reference line easily in a short time, in a work for marking the concrete surface of each floor. ;SOLUTION: A vertical radar oscillator 1 is installed at each mark point and radar beam are emitted from a plurality of mark points respectively in the upward vertical direction. Then, the radar beams are received by horizontal radar oscillation device 2 and horizontal radar beam receiving devices 3 installed on an upper measurement floor, thereby finding the vertical points of respective beams. Horizontal radar oscillators 8 are, then, automatically positioned at the vertical points, and horizontal radar beam receiver 9 are positioned at other opposite vertical points. Furthermore, the vertical points above the reference point of a reference floor are positioned on the same line by use of the horizontal radar beams and thereafter, the angles of the radar beams are made variable vertically.
