PROBLEM TO BE SOLVED: To make it possible to operate all boilers without difficulty by fuel material of suitable quantity and effective particle size by generating a request signal for operating the substitute manual controller of a self-contained controller in a fine DC current value range in the case of the operation failure of the automatic controller in response to a boiler. ;SOLUTION: When the properties of fuel fed to a boiler 28 are changed, change of signal value from a computer 29 is predicted. The response of the boiler 28 is to inquire the ratio of the fuel, and the response is the current in a lead 41A of an intelligent controller 41, a signal is sent to a mill motor and grinding is accelerated or decelerated. When the controller fails to control, the control of the operation failure is interrupted, or when it is switched to the manual operation by the operation of relative switch, the continued operation of the boiler is regulated by a manual dial.
