PROBLEM TO BE SOLVED: To eliminate the need for placing a rod-shaped insulator upright using a crane and to enable a bending load test to be conducted efficiently by holding on a support stand a flanged part at one end of the rod-shaped insulator lying on its side, and applying a load perpendicular to the longitudinal direction of the rod-shaped insulator to a flanged part at the other end. ;SOLUTION: A rod-shaped insulator 20 is mounted on a sample base 6 placed at the center of a base 1, and a flanged metal fitting 25 at the lower part of the insulator 20 is held by a support stand 9. A flanged metal fitting 24 at the upper part (top) of the insulator 20 is placed on the lower jacking punch 3 of a hydraulic jack 2, and the punch 3 is raised to apply a predetermined load to the insulator 20. Next, the insulator 20 is rotated about its longitudinal axis by 90 degrees for each rotation, and a bending load test is conducted by applying the predetermined load to the insulator 20 from four directions.
