PROBLEM TO BE SOLVED: To always observe electric potential pulses appearing at both ends of two base lines crossing each other, synthesize and record the vector of ground current pulses of measured value fulfilling a specific waveform selection conditions and utilize them in forecasting earthquakes. ;SOLUTION: The device includes grounding means 5 to 8 embedded at both ends of two base lines 3 and 4 of the same lengths crossing each other and a monitoring means 9 for continuously measuring the electrical potential difference appearing between the grounding means at the both ends of the base lines 3 and 4, and synthesizes the vectors of perpendicular components of values proportional to the wave height values of the electric potential difference pulses having appeared at the both ends of the base lines 3 and 4 every time when the measured value of a specific waveform characteristic of the electric potential pulses appearing at least one of the two base lines 3 and 4 exceeds a threshold set in advance for the waveform characteristic.
