The reinforcing belt made of two semicircular steel plates 1 are joined with high strength bolts 3 to shape a circular form. Or reinforcing steel plate belts with ribs are formed so as to surround the connection part of the inside column 2 and the beam 5 of an existing building and a plurality of reinforcing belts with ribs are stacked from the lower part of the connection part to the underface of the upper floor slab.
