PROBLEM TO BE SOLVED: To prevent stored heat from flowing out to a heat storage medium by a thermoelectric cooling element by providing between hear exchangers an electric heating control means for controlling quantities of electric heating among the heat exchangers. SOLUTION: A local cooling air apparatus of this cold storage/heat storage type cool/warm air apparatus is controlled by an exciting coil 7, 7, which is a means for controlling heat transfer from a cold storage block 3 to a heat radiating block 6 functioning as a second heat exchanger. Outflow of stored heat to heat storage medium by a Paltrier element 1 is controlled and a superior rising time characteristic of cold air blowing is obtained. Because electric heating of the cold storage block 3 and the heat radiating block 6 is controlled by narrowing and widening distance (D) between the cold storage block 3 and the heat radiating block 6, outflow of the stored heat is surely prevented.
