PROBLEM TO BE SOLVED: To fix the positions of particles at the time of production by bonding polycation polymers to absorptive gelatinous particles and adhering glue microfibers between the absorptive gelatinous particles and a carrier layer. ;SOLUTION: The absorptive gelatinous particles are ejected as first air flow 21 out of a nozzle 16. The glue microparticles are ejected as second air flow 22 from a glue gun 17 and are made into a fine fibrous form. The first air flow 21 joins with the second air flow 22 to form integrated air flow 23. The ejection speed is matched with the speed of a carrier unit. The integrated air flow 23 ejected at the time the carrier layer 25 passes a vacuum conveyor 19 is securely bonded to the carrier layer 25. The third air flow 24 contg. the prestirred polycation polymers is sprayed onto the absorptive gelatinous particles bonded to the carrier layer 25 and are bonded to the absorptive gelatinous particles. A folding board 20 is placed behind a polycation polymer unit 18 adjacently thereto.
