PURPOSE:To enable activation of washing water by a surface active effect so as to dispense with a conventional detergent or reduce the amount of its use remarkably by kneading electric stone (including electric stones in which electric stone base rock is contained) fine powder in a wiper blade. CONSTITUTION:A powder of high molecular compound or natural fiber 13 in which electric stone fine powder 12 is kneaded is kneaded in a wiper blade 11 of a window wiper. The wiper blade 11, when the window screen, etc., of cars, etc., is washed by water, activates the washing water by surface active action of the electric stone fine powder to help the washing. Namely, since electrical insulation is made by insulation material between the electric stone fine powder particles, electrodes of each fine powder are not counteracted to each other and electrode reaction is made between each of the electric stone fine electrodes and the water to produce surface activity in the water. Thus stain such as oil film, etc., can be washed without using conventional washing liquid.
