PURPOSE:To make use of water permeability which is characteristic to sand, to improve the dynamic instability, and to widen the application range of sand by filling a network solid structure plate molded by fibrous synthetic resin with sand, and compacting the same. CONSTITUTION:A filter material 2 made of nonwoven fabric of synthetic resin is laid on a roadbed 1, and a network solid structure plate 3 which is formed by sticking or welding wrinkled or curled fire-resistant fibers of synthetic resin such as vinylidene chloride to each other is stacked thereon in such a manner that the lower and side surface portions thereof are wrapped up in the filter material 2. The plate 3 is then filled with dried sand 4, and, subjected to vibration compaction using a vibrator or the like to lay water permeable sand paving. Or a colored structure plate 3 is filled with sand 4 to such a degree that the surface layer portion is exposed, and color dressed and is sprayed and compacted by vibration to achieve color paving.
