A foundation layer 3 of the water permeable concrete has a superior adhesiveness and water permeability between it and the natural sand surface layer pavement 2, and rain water flowed down through the natural sand surface layer pavement 2 of a thin layer positively flows in a roadbed 6 passing through interstices.
