PROBLEM TO BE SOLVED: To simplify stages and to form optical elements by relatively moving a laser beam and an optical material in accordance with the data of the refraction patterns of optical parts and directly plotting the laser beam to the optical material, thereby forming the optical parts. ;SOLUTION: The optical parts are formed by relatively moving the laser beam and the optical material in accordance with the data of the refraction patterns of the optical parts and directly plotting the laser beam 5 from a laser beam source to the optical material by controlling the output of the laser. Namely, a clad layer 2 is formed on a substrate 1 and, further, a photopolymer is used thereon as a core layer 3. When this photopolymer is irradiated with the laser beam 5, the polymn. of the high-polymer material of this part progresses and the refractive index increases. Then, the parts irradiated with the laser attain the high refractive index to form optical waveguides and an overclad layer 6 is formed thereon, by which the optical waveguides are completed. This method is effective for forming not only the optical waveguides but general holograms as well.
