SOLUTION: This cosmetic lotion is obtained by immersing finely cut raw leaves of a plant belonging to Aloe genus of Fritillaria family and a dried Kokuryo ginseng into a Japanese rice wine, hermetically closing, maturing until the raw leaves of the plant belonging to the Aloe genus discolors from a green to a brown color, and the color of the Japanese rice wine changes from a white to a color of the ginseng, and then filtering. This cosmetic lotion can keep a moisture of a skin but give a dry feeling of a skin, preventing a makeup from becoming out of shape by the moisture holding action of a characteristics of the component of the aloe, and also synergistically manifest an action to make the skin robust by a strengthening action of a characteristic of the component of the Kokuryo ginseng. Also, the lotion has several advantageous points such that a foundation spreads well and the amount of its use is reduced, the texture of the skin becomes smooth, etc.
