PURPOSE:To suppress the motion vector of the whole screen detected erroneously by providing a correlative feature extraction part to extract the state of a point with high correlation, and a motion vector decision part to decide the vector of each area. CONSTITUTION:The correlative feature extraction part 11 to check the feature of correlation, and the motion vector decision part 12 to decide the motion vector of the whole screen are provided. The correlative feature extraction part 11 calculates a ratio of slope based on the data of a part in the periphery of the point with the highest correlation. Decision is performed at the motion vector decision part B 12. In such a way, it is possible to negate a fluctuation component by finding a ratio of data found under the same condition and by finding the ratio even when a slope value is fluctuated due to the travel of an image. Thereby, it is possible to prevent an erroneous vector outputted, and to stably perform the detection of the vector.
