PURPOSE: To make operation safe by preventing a film roll for bag forming from falling onto operator's feet by lifting and supporting the film roll by cylinders after inserting spindles of loading arms into a hollow shaft by making handles close to each other. CONSTITUTION: A bag forming film roll(r) is carried to the loading position of a packing machine, then a push-button valve on an operation-panel is pushed by an operator in order to lower handles 13 and loading arms 10. At the same time, another push-button valve is pushed in order to release a second cylinder 18 from its locking state, then the hollow shaft of the bag forming film roll(r) and spindles 12 are adjusted in their positions so as to coincide with each other, so that the spindles 12 of the loading arms 10 are inserted into the hollow shaft by bringing the handle 13 close to each other. Further, another push-button valve is pushed in order to prevent the loading arms 10 from unexpectedly retreating by operating a second cylinder 18 of a distance-controlling mechanism 9 so as to lock the arms 10. Then, further another push-button valve is pushed in order to lift up the film roll(r) using the first cylinder 7.
