A shoe seal for effecting a vapor barrier between a lightweight internal floatingroof and a tank wall of a tank includes a plurality of shoe sections; a plurality of hangerbrackets connected to perimeter sections of the lightweight internal floating roof; aplurality of braces connected to corresponding hanger brackets and the floating roof forsupporting the hanger brackets; a plurality of pivoting support arms pivotally connectedto corresponding hanger brackets and to corresponding upper portions of the shoesections; a plurality of biasing members connected to the internal floating roof and tolower portions of the shoe sections; and a vapor barrier fabric connected between theshoe sections and the floating roof.
