The image quality improving method and the circuit of the present invention extract a luminance signal from color signals, quantize the extracted luminance signal, divide the input luminance image into a predetermined number of sub-images based on the average, and independently for each sub-image. By outputting the changed luminance signal by histogram equalization, changing the color signals to have the same ratio as the changed luminance signal, and outputting the compensated color signals, a color signal without distortion can be provided while improving the contrast of the color image.
