PROBLEM TO BE SOLVED: To provide a betting system in a government-controlled race capable of reducing burden of a fan and to enable sure purchase of a betting ticket with a desired race name and a race name betting card to be used for the betting system. SOLUTION: In the system to read the betting card in which contents of betting of a race in the government-controlled race is marked by a ticket issuing terminal and to issue the betting ticket corresponding to the contents of bet, the race name betting card 11 in which at least the contents of the bet as the race name 12 selected from among plural specific race names, a betting method 13, a set number or a number 14 and amount of purchase 15 are marked is read and the betting ticket corresponding to the contents of the bet is issued by the ticket issuing terminal.
