PROBLEM TO BE SOLVED: To prepare a thermal insulator which removes carbon dioxide or water, generated through a side reaction of the carbon dioxide absorption reaction, from an urethane foam, by dispersing a hydroxide of an alkaline metal or of an alkaline earth metal, a water absorbing substance comprising at least one organic or inorganic compound and a metal compound which neutralizes a carbonate in a surfactant having a hydrophilic group and a lipophilic group to prepare a suspension and then adding this suspension to an urethane material to keep the urethane reaction system from being adversely effected. ;SOLUTION: An expandable thermal insulator 4 comprises an expandable polyurethane resin composition having a closed cell which is filled with a volatile blowing agent and in which a carbonate 7, generated through a reaction of a hydroxide of an alkali metal or of an alkaline earth metal and carbon dioxide, a metal compound 9 which neutralizes the carbonate, a water absorbing substance 8 containing moisture are dispersed.;COPYRIGHT: (C)1999,JPO
