PROBLEM TO BE SOLVED: To secure water cutting-off ability in anchor execution for steel pipe column line earth retaining wall. ;SOLUTION: A hole 8a is drilled in a joint part 5 between steel pipe piles 1, 1, and then an anchor placing hole 8b is drilled there. A mouth pipe 13 provided with a water cutting-off plate 14 is inserted in the holes 8a, 8b, and the water cutting-off plate 14 is joined to the joint part 5 and attached, and an earth anchor 9 is inserted, and at the same time, a plug body 17 having an injection pipe 18 is fitted in the mouth pipe 13, and cement milk 20 is injected through the injection pipe 18.
