PROBLEM TO BE SOLVED: To reduce a coding data quantity by using random access or search. ;SOLUTION: The coder is made up of a prediction signal generating means (subtractor 12, LPF 13) generating a prediction signal suppressing a low frequency component of an inter-frame predict signal, a prediction means (prediction subtractor 3) predicting a signal to be predicted with the prediction signal and providing an output of a residual signal, and a means conducting intra-frame coding (intra-frame coder 6).
