PROBLEM TO BE SOLVED: To provide a new moving image predictive coding technique capable of improving subjective image quality while suppressing the decline of coding efficiency.;SOLUTION: Whether or not a coding object region is a flat region is judged. When judging that the coding object region is the flat region; processing is performed so as to search a motion vector and decide a predictive coding mode by calculating a coding cost just by the size of predictive residual signals, in order to suppress subjective image quality decline and the generation of unnatural movements. On the other hand, when judging that the coding object region is not the flat region, the processing is performed so as to search the motion vector and decide the predictive coding mode, by calculating the coding cost from the size of the predictive residual signals and a generation code amount required for coding information other than the predictive residual signals in order to prevent the increase of the generation code amount.;COPYRIGHT: (C)2007,JPO&INPIT
