PROBLEM TO BE SOLVED: To provide a technique capable of setting a quantization step width on which subjective image quality including block distortion is reflected as a quantization step width to be used for encoding a moving image.;SOLUTION: Correction base images for the number of blocks, which are defined correspondingly to analysis target blocks composed of a plurality of blocks to be targets for a conversion matrix and configured such that a base image of the conversion matrix is arranged in one block and zero values are padded in the other blocks, are generated to calculate a spatial frequency component. Then, an alteration amount of analysis target blocks is estimated, a visual sensitivity value is calculated based on the spatial frequency of the spatial frequency component and the alteration amount, the spatial frequency component is weighted, and a weight coefficient for a quantization step width set in each base component of the conversion matrix is calculated based on the weighted spatial frequency component, the unweighted spatial frequency component and a conversion coefficient of the analysis target blocks to correct the quantization step width by using the calculated weight coefficient.;COPYRIGHT: (C)2010,JPO&INPIT
