PROBLEM TO BE SOLVED: To provide an inexpensive and small scale V5.2 communication network system in which an unavailable fact is easily informed to a subscriber with respect to a call request from the subscriber on the occurrence of congestion. ;SOLUTION: In this system, a master station 7 and a remote station 3 are interconnected by V5.2 channel communication lines 14a-14e and V5.2 congestion leased line 6, and the master station 7 is provided with a congestion state monitor firmware 15 monitoring congestion states of the V5.2 communication line 14a-14e and a busy tone 11 informing the congestion state to subscriber via the remote station 3. On the occurrence of congestion, in response to the monitor result of the congestion state, it is informed to a time division switch use firmware 13 by using part of the V5.2 communication lines 14a-14e, then the time division switch use firmware 13 controls the time division switch 12 to connect the V5.2 congestion leased lines 6 and congestion state cell subscriber lines 17a, 17b for caller subscriber 16a, 16b on the occurrence of congestion to inform of the channel unavailable state.;COPYRIGHT: (C)1998,JPO
