PROBLEM TO BE SOLVED: To execute pressure regulating in a short time while setting a pressure measuring device. ;SOLUTION: A lifter 3, which has a lifter plate 16, a moving clutch to transmit rotating force to the lifter plate 16, a spring 23 to energize the lifter plate 16 upward and a device to regulate a pressure of the spring 23 with rotating the lifter plate, rotates the lifter plate 16 by actuating the clutch for rotating force transmission so as to regulate a spring force of the spring 23.;COPYRIGHT: (C)1997,JPO
