A method and apparatus that allows differentlikelihoods of call completion during very heavy call loadingconditions to be supplied to different customers. Customersare assigned to different levels of service and these levelsof service are used to manage call completion in throughoutthe telecommunication network during very heavy call loadingperiods. Thus, a securities broker may have a higherlikelihood of completing a call near the close of a tradingsession than the average telephone customer. However, eachcaller may be offered an opportunity to immediately increasehis or her level of service and thus likelihood of completinga call to the highest available level if a call is notcompleted at the caller's lower level of service.
