A leaf tobacco extract or a concentrate thereof is used as a dispersion medium, and then, a thermally irreversible coagulation glucan powder and a dispersion inhibitor containing an organic acid are mixed. The mixture is stirred to disperse the glucan powder in a dispersion medium to produce a slurry having an increased viscosity, and the sheet-like molded product obtained by molding the slurry into a sheet is heat-solidified.
