The present invention relates to a multi-functional processing method for simultaneously imparting water repellency, oil repellency, antifouling and antimicrobial properties to a polyester / rayon blend or a teaching material, 1 to 10% by weight of a phenolic antibacterial agent and pentachloro phenol (PCP), par- 2.5 to 5.0% by weight of a fluorine compound (I) made of a pa-fluoro alkyl acrylate copolymer having a fluoroalkyl group as a side chain, 3.0 to 6.0% by weight of a fluorine compound (II) made of a fluoro aliphatic ester copolymer and a melamine resin 0.3 to 0.5% by weight of a crosslinking agent was added, followed by dilution with acetic acid (CH 3 COOH) as a buffer to immerse the fabric in a treatment solution adjusted to a pH of 5 to 6 to maintain a 50 ± 5% pickup. Heat treatment after drying to balance hydrophobicity and hydrophilicity of the fiber, water repellent and oil repellent, and is an advantageous textile paper processing method that gives a complex function, such as antibacterial and antifouling properties.
