The monitoring appts. includes a sensor element (1) which consists of a geotextile with a number of sensor wires (3a,3b) in two gps. which cross each other without contact and which are crimped so that the wires are at least 2% longer than the corresponding extended sensor wires. A flat resistor network is formed thereby. The textile has at least one layer of unwoven fibres (2) and the sensor wires are arranged in or on this layer, the assembly being crimped. Alternatively, the textile may be woven, with the wires woven into it.
