PROBLEM TO BE SOLVED: To obtain the subject dispersion for providing a coating agent or a binder capable of rapidly releasing an acting substance from a dosage form without pH influence and showing excellently insulating actions, etc., in a thin layer, by including a polymer mixture of a specific composition. SOLUTION: This aqueous dispersion has 90-40 wt.% water content and 10-60 wt.% solid content. The solid component comprises (A) 10-99 wt.% of a polymer mixture obtained by mixing (i) 75-99 wt.% of a polymethacrylate copolymer composed of 98-85 wt.% of a 1-4C alkyl-containing alkyl (meth) acrylate monomer and 2-15 wt.% of a quaternary ammonium-containing alkyl (meth)acrylate monomer with (ii) 25-1 wt.% of an alkali metal salt of a carboxymethyl cellulose having 150,000 weight-average molecular weight and (B) 90-1 wt.% of a common additive. A copolymer constituted of methyl methacrylate, ethyl acrylate and 2-trimethylammoniumethyl methacrylate chloride is preferable as the component (i).
