PROBLEM TO BE SOLVED: To prevent unreeling of an end thread of a thread winding bobbin of a rough thread by a simple configuration by constituting a treatment device of an end thread unreeling prevention bobbin by a bobbin rotation mechanism which comes in contact with an end thread part on an outer peripheral face of the thread winding bobbin to rotate the bobbin and a bobbin fluffing mechanism provided at a position opposing to the rotation mechanism in the radial direction of the thread winding bobbin. ;SOLUTION: An air cylinder 310 which is an energizing mechanism, an electric motor 320 which is a rotation and drive source, a transmission mechanism 330 which transmits rotation and drive force of the electric motor 320 to a thread winding bobbin 10, and a bobbin rotation mechanism 300 consisting of a rotation roller 341 in contact with a surface of the thread winding bobbin 10 and a paper pipe support part 350 are provided. Moreover, a bobbin raising mechanism 400 consisting of a contact plate 410 and a pressing mechanism is provided. A bar winding part of the thread winding bobbin 10 is brought into pressure- contact at predetermined pressure by the contact plate 410 for raising, and it is pressed down by a rotary roller 341 of the rotation mechanism 300. At this time, a rough thread of the raised bar winding part is intertwined with a rough thread one winding below it.
