PURPOSE: To construct a tunnel economically even when earth-water pressure is different. CONSTITUTION: An inner tail is removably mounted on a tail 13a of a skin plate 13 of a shield excavator 11 in structure. In a location G1 where earth-water pressure from a ground G is low, the inner tail 15 is mounted and thin segments S1 are assembled, thereby constructing a tunnel T1 having a small lining thickness. In a site where the earth-water pressure from the ground G is higher, the inner tail 15 is removed and thick segments are assembled, thereby constructing a tunnel having a large lining thickness.
