The thickness of the volume of the abrasive grains is made certain by a regulating roll 5. A rotary roll 6 covered with a brush-shaped elastic body 61 is rotated at a high speed, and the abrasive grains are driven into the surface of the metallic sheet 1. A rugged face is formed on the surface of the metallic sheet 1. At a place directly below the rotary roll 6, the deposited layer of the grinding material abrasive grains is pressed from the above, by which the abrasive grains are pressure-bonded to the surface of the metallic sheet 1 to form the rugged face. After that, the rotary roll 6 springs out the spent abrasive grains. The elastic body 61 removes the abrasive grains stuck on the surface of the metallic sheet 1.
