PROBLEM TO BE SOLVED: To reduce the operation costs of an area management system by generating a synthetic image by using a plurality of satellite images and extracting only an area needing a detailed analysis. SOLUTION: In images of an observation satellite 5 stored in a database 60 via earth receiving facilities 20a and 20b, a synthetic image generating part 101 synthesizes parts for prescribed time series. A synthetic image is evaluated, based on the decision reference which is preliminarily given by an area extracting means 201, and a pixel satisfying the decision reference is extracted among respective pixels of the synthetic image. An image acquiring means 300 retrieves a scene corresponding to an extracted pixels group in a database 60 among past acquiring high resolution images, and when the images of the scene exist, the latest one is read. Also, when the corresponding scene are not present, a measurement request is issued to a high resolution observation satellite 10 and an image is acquired. The acquired high resolution image is analyzed by an area analyzing means 401, outputted to a CRT 80 and also used as information to manage the area.
