SOLUTION: A bilingual translation dictionary preparing part 105 covers all the combination of words on the side of input language and the side of target language considerable from paired words in the section of input language side and target language side, obtains the probability of combination of a certain input language side word and target language side word in all the combination, digitizes the tendency easy to translate the word and prepares a bilingual translation dictionary. An intra-input language inter-word cooccurrence dictionary preparing part 106 obtains the degree of cooccurrence between words to simultaneously occur in each section within the language and prepares the intra-input language inter-word cooccurrence dictionary. An intra-target language inter-word cooccurrence dictionary preparing part 107 similarly prepares an intra-target language inter-word cooccurrence dictionary.
