PROBLEM TO BE SOLVED: To provide a device for lifting and lowering a long pipe such as a water riser, which can save labor required for lifting or lowering the long pipe from and into a ground or a well, which can prevent the long pipe from dropping so as to surely lift or lower the long pipe during lifting or lowering thereof. ;SOLUTION: This lifting and lowering device 1 is composed of a winch 3 for lifting a long pipe at a predetermined height, and a fixing device 4 for temporarily fixing the long pipe located at the predetermined height, at the same height. The winch 3 and the fixing device 4 are mounted on a bed 6 which is secured to a tripod 5. A wire rope paid off from the winch 3 is wound around the upper part of a column 8 planted on the bed 6, and is attached at its leading end to a holding ring 9 for holding the long pipe which can be therefore lifted. The column 8 is provided therein with a brake device 2 for braking the lowering of the long pipe which is fallen into a well.;COPYRIGHT: (C)2000,JPO
