PROBLEM TO BE SOLVED: To exactly grasp the position of handwritten character fluctuation and to quantitatively express the quantity of fluctuation when there is that fluctuation in plural handwritten characters which are handwritten regarding certain characters of the same kind.;SOLUTION: Plural small area are formed by dividing a three-dimensional graphic provided by integrating the respective character images of an evaluation object character, and a fluctuation entropy for evaluating the condition of character fluctuation caused by handwriting is found as a blocked fluctuation entropy for each small area (step S1). On the other hand, a reference character image for the same kind of character as the evaluation object character is prepared, the blocked fluctuation entropy to be a reference is found from this reference character image (step S2), a difference between this reference blocked fluctuation entropy and a blocked fluctuation entropy provided from the said evaluation object character is found (step S3), the fluctuation position and fluctuation quantity of the said evaluation object character are evaluated from the blocked fluctuation entropy after that differentiation (step S4) and the evaluated result is outputted (step S5).;COPYRIGHT: (C)2000,JPO
