PROBLEM TO BE SOLVED: To provide a means for precisely and conveniently detecting the inductive effect (neogenesis of new hair) on the anagen in the hair cycle due to the activation of hair buds in a short time in vitro and to obtain a human hair bud activator having hair bud activating effect detected by this detecting means. ;SOLUTION: The method for indirectly proving the activating effect on human hair bud cells is carried out by inoculating hair bud like cells in a culture medium, cultivating this culture medium in the presence of a test substance and specifying the state of the generated colony of the hair bud like cells. The juvenile degree of the hair bud like cells is grasped to detect the activating effect of the test substance on the human hair buds.
