PROBLEM TO BE SOLVED: To provide a concrete surface embossed sheet that does not drop before a concrete surface hardens and that peels well after the concrete surface has hardened and a method for decorating the concrete surface using the sheet. ;SOLUTION: A ground fabric layer 3 and a synthetic resin layer 5 are laminated together via an adhesive layer 7 and a surface treatment layer 9 is provided on the surface of the synthetic resin layer 5 to form an embossed sheet 1 for a concrete surface. A rugged pattern of the type that is the inversion of the desired rugged pattern is formed on the surface of the synthetic resin layer 5. A mixture of an acrylic fluororesin and an acrylic resin is used as a principal polymer constituting the surface treatment layer 9.
