PPROBLEM TO BE SOLVED: To prevent the blistering and separation of a coated film when a concrete surface is coated with a coating material for preventing the percolation of moisture. PSOLUTION: This substrate sheet member is characterized by comprising: a substrate sheet member 1 for use in the application of the coating material to a concrete skeleton 100 including a three-dimensionally meshed sheet member 10 which is arranged on the side of the concrete skeleton 100; and a moisture-proof member 30 which is joined on the side opposite to the side of the concrete skeleton 100 of the three-dimensionally meshed sheet member 10 so as to prevent the percolation of the moisture.
