PROBLEM TO BE SOLVED: To prevent cracks by increasing a bending strength without considerable decreasing the compressive strength of a fiber board for Tatami padding by laminating a first fiber board and a second fiber board having particular values of bending strength and a compressive proportional limit. ;SOLUTION: First fiber boards 4, 5 having the bending strength of more than 1 MPa and the compressive proportional limit of less than 0.1 MPa and a second fiber board 6 having the bending strength of more than 0.07 MPa and the compressive proportional limit of more than 0.1 MPa are laminated together. Next, a sheet-like surface protecting material 7 is covered to the surface of this laminated body, a sheet- like rear surface material 9 is used for covering the rear sheet, these are sewed by a sewing thread and the Tatami padding 2 is formed. Next, one end of a Tatami facing 3 is sewed to one of the short sides of Tatami padding 2, with the Tatami padding 2 in a warped state, and another end of the Tatami facing 3 is sewed to another short side. Subsequently, the warping of the Tatami padding 2 is corrected, and bindings of Tatami are sewed to every long sides facing each other.
