PROBLEM TO BE SOLVED: To reduce a cost by directly blowing steam to the sludge in a vacuum vessel, constituting a cooling line of a condenser, jet condenser and water sealing device and returning the steam of the vacuum vessel condensed and liquefied by a line to a storage tank. ;SOLUTION: A total heat steam direct blowing nozzle 19 is mounted in the vacuum vessel 1 and the sludge 10 is subjected to a heat treatment by directly blowing the steam of 140°C sent from a total heat steam generator 9. The evaporated steam is discharged as condensate to the outside of the system while the steam is subjected to pressure reduction by a vacuum circuit constituted of the condenser 4, the jet condenser 5, the water sealing device 6 and a high-pressure pump 7. Simultaneously, the vacuum vessel 1 executes vacuum cooling to accelerate the evaporation up to the set vacuum degree of 233.7 Torr and 70°C and, thereafter, the evaporation at the set vacuum degree is started and the steam is condensed by the condenser 4 the jet condenser 5, the water sealing device 6 and the high-pressure pump 7.
